In Amos chapter 2, the prophetic message develops the theme of justice, righteousness, and warning to Israel. Lutheran interpretation often highlights the contrast between divine judgment against sin and the promise of grace that God provides for those who trust in Him.

Thus saith the LORD; For three transgressions of Moab, and for four, I will not turn away {the punishment} thereof; because he burned the bones of the king of Edom into lime:
